House on at 280k - advice?

Yep another post about offers and SDT
APologies in advance!
We've seen a house we love but its on at 280k. The agent knows we were originally looking at staying under stamp duty. We havent made any offers yet. He told us that they wouldnt consider any offer around the SD price but would around 270/273 (his exact words) - which I really take to mean they'd sell at this price
I was thinking of making an offer around 260 if we can get our finances in place - and work from there. But having read ALOT of stuff this w/e, am wondering if that's still too high? But by offering something as low as say 240/250 won't the sellers completely dismiss us/not take us seriously??? What would they honestly be hoping to acheive being on at 280?
(For some background, the property is quite extended. We've seen some other places unextended but similar in the area on for 245-260 obviously aiming to get as much of the 250 as they can. it is a very very nice property in comparison with 3 toilets, large rooms, conservatory, workshop etc).
One last bit to throw in is do people think Gordo will raise the 250k SDT enough to go above our 270/280 price lol??
