I sometimes answer the phone, I hear a few long distance clicks then I can hear a phone ringing the other end, as though I made the call, the question is am I paying for that call? Once I let it ring to be answered by some Indian chap who started the usual questions...

It's proabaly an automated system that connects you to a real person once you answer the phone.

You can't be charged for an incoming call (unless it's a reverse charge call through an operator)
You will only ever be charged for calls you initiate yourself.
