So have they admitted they didn't send the SO form to the bank, or are you assuming that from the bank not setting the SO up?0

They haven't insisted it was sent nor admitted that it wasn't sent. The bank have no record of receiving it.0

So you signed an SO agreement & passed it on to them? Then somewhere after that it never made it to the bank? Is that correct. In which case it's up to them and the bank
I would laugh in their face - in writing. As someone suggested, keep a copy of all correspondence and a diary of any phone calls, though ask for anything covered in the calls to be confirmed in writing.
As far as complaints, as I suggested earlier, check out ARLA or NAEA - see if they are registered with either. In fact, the next time you are in touch with them, ask them if they are a member of either organisation.
