The actual legislation the council are using is the council tax (liability for owners) regulations 1992 (as amended).
I would agree, all the contract says is that certain bills are not included in the calculation of the rent, it doesn't state that the tenant will pay them. The L/L would have to rely on a county court judge making the decision.
It looks like a badly worded contract, but relying on the letter of the law is unlikely to be helpful. Most courts will be pragmatic and go with the clear intent. And in any case OP is not going to get far in life by refusing to pay their bills and council tax.0 -

A LL can pass on whatever costs they choose if it is in the contract.
Sorry, do you just redraft other people's posts then reply to the fantasy post you've dreamt up? The law has not ruled that the landlord is legally liable for the electric or gas bills. The OPs contract does not specifically state (from what they've posted), that they are liable for council tax, only that the rent does not include it.
As it turns out, it's the landlord's responsibility anyway, as per the Council ruling. Do you believe he can just add the cost of his gas safety inspection (another responsibility the law says rests with the landlord) on to the agreed rent? Or his income tax on the rental income?I'm not bad at golf, I just get better value for money when I take more shots!0
