Disabled brother owed £100s by local council

I hope someone can give me some advice, please: my brother is disabled and has been receiving full housing and council tax from his local council (North Norfolk District Council). NNDC had computer problems which it still hasn't resolved and my brother is owed money from the beginning of April. He has used his meagre savings (and a lot of mine!) to pay his private landlord during this period. Is he entitled to any compensation for loss of interest on his savings which he would not have used had it not been for the (still) unresolved computer problems?

I would be grateful for comments/advice.
