Thank you everyone for your help and advice.... esp about the tyre... it means a lot !
The car originally had a Northern Ireland number plate... the first owner then put on his private number plate and before selling it he removed this... so the dealer who bought it applied for a new NI reg and that is the source of all the confusion.
I am going to call up the DVLNI and the finance company tomorrow. I do really like the car and would still like to go ahead with the purchase but the guy who dealt with me (says he is the manager but his business card says senior sales advisor) was quite rude when I had asked him to give my deposit back... i would feel uneasy dealing with him again... but if I am able to clarify the above, I would still like to purchase the car....
Any suggestions as to how to proceed from here0 -
The OP talks about DVLNI, which is the Northern Ireland equivalent of the Swansea-based DVLA - so he's actually referring to an NI reg rather than the Republic of Ireland. Therefore, it's still a UK car, just not one from England, Scotland or Wales.
Reg plates from NI are desirable to some on the GB mainland as they don't indicate the year of registration, therefore disguising the age of the car.

I would only add:
there are plenty of cars for sale;
I couldn't be bothered buying one that is not straightforward.

It may be a lot of solution to this problem. You should go to local police station, with the vehicle details for whole information. You can get satisfied solution at there.0

Dealer Principal is the Manager if you need to speak to Mr big boss....
I think it will be OK, they have assumed that the original plate will go back after the private plate is transferred off but the DVLA hasn't updated or HPI hasn't which is why the report isn't right yet, they do take time to update.
