Help me before I make a bid

I want to buy a private a number plate. The bid ends in 20 mins - but the listing only says "car number plate XXX". No details about whether he owns them or anything like that. He was only registered few weeks ago and no feedback.
Do you think he was dodgy and only selling a numberplate witout any transfer rights - or is he not experianced seller didn't include details.
If I make a bid now and if I find out later it was dodgy, then can I not pay - what will happen?

The number plate "XXX" has never been issued.
Seriously, don't bid unless you are certain it is a genuine transferable plate. I know this advice comes after the auction closed.

You'd be better off looking at the DVLA website.
Most traders who sell number plates buy them from there (or see that they are available still to buy) and then jack up the price for their own commission.
Additionally "car number plate" simply means you are buying the actual plate, not the rights to the number.
Your DVLA purchase includes free transfer to get the plates onto your car (normally £80).
Your old number plate will effectively be held until either someone buys it, or until you want to swap your reg onto another car, and then your old one just gets reassigned back onto it.
