If a family member buys a 2 bedroom flat for somebody in the family and that person's belongings to be in.
and the person staying there is on DLA and ESA, how would that affect their benefits?
Also, if the person staying there is given it to own, then how does that affect their benefits?

it doesnt affect benefit.
It would if the person claiming it rented it to someone ese, or if they triedto claim housing benefit to pay rent

DLA isn't means-tested, so won't be affected in any way.
ESA is means-tested. However, a house to live in shouldn't be treated as 'capital' and therefore shouldn't affect benefit.
If the claimant doesn't own the house, he won't be able to claim Housing Benefit if it belongs to a close relative. If he does own the house but there is a mortgage on it, he may be able to claim the mortgage interest on HB, but not the capital repayment.
He will be able to claim Council Tax benefit.
He will no be able to claim any help with repairs or maintenance.
If he has to go into long term care, then the house may be treated as capital and could be sold to pay for care.A kind word lasts a minute, a skelped erse is sair for a day.0
