might be worth contacting the local paper, try to get him named and shamed so other people don't get exploited.0

Wait until he is about to hire another person and then tell them as soon as they come from their "interview" exactly how they will be treated and let them fire their way to disaster. You could also get the health inspectors to go around and check the employees certificates...though they are not strictly necessary but it is always nice to have at least one person on the premises who has it."Don't blink.
