It would depend on the make of consumer unit (fuse board) number of circuits, quality of workmanship and thoroughness of testing. I would say it is not a bad price to be honest, but you need to make sure they are a member of a competent persons scheme like NICEIC, NAPPIT, ELECSA or a few others and they need to provide you with a testing certificate and notify Local Authority Building Control on your behalf as this is classed as notifiable work.0

He said he will thoroughly test all the sockets in the house and the lights and provide a certificate and sign all the work off (the board and some other work he is carrying out that he can't sign off till we have a new box because its such an old fuse board - but the work needed doing asap because it was dangerous). Sure he mentioned something about the local authorities.0 -

Although he could also be notifying them himself but for that price I would say not0 -

You need to check if he can do the Building Regs (Part P) notification himself through one of the part P providers such as NICEIC, NAPIT etc, otherwise he will have to organise in advance with the Local Authority and pay a separate fee - they vary widely but can be in the £100's.
Ask him if he is registered with one of the above providers or check here https://www.competentperson.co.uk - oops sorry this has already been said...
Also check what make of type/fuse board is being fitted - I've just done one (it was 15 circuits though) and the parts were well over £150.
Sounds a bit cheap to me even if he's a mate.... although I presume it's a cash job?0
