Monarch: sneaky way to charge extra for hold luggage

Their "systems" don't allow you to select who you want to buy hold baggage allowance for: either all passengers on a booking have to take it or NO-ONE does.
Booking via the Monarch website for certain flights (their charter ones) takes you into the Avro booking engine which only allows ALL passengers on a booking to pay for the hold baggage allowance - at a hefty £34 each. There is no option for just a few people to select to take hold luggage.
On ringing Avro, they say it is the systems and then blame Monarch, saying it is Monarch's policy. But they also say that there is no point ringing Monarch, as they would just refer you back to Avro.
The Avro's Ts& Cs say "c. Hold Baggage - Your flight price does not include hold baggage (bags you check-in). However you may add 20kg of hold baggage allowance when you book your flight. It is a good idea to book this in advance as you will be charged an excess fee if you arrive with hold baggage when you check-in at the airport prior to departure and it was not pre-booked."
Nowhere does it state that every single person on that booking must purchase hold baggage.

Fair point, hopefully you pointing it out will help others decide whether to make seperate bookings for groups instead of a single one.0
