Bogus Thames Water Personnel?

I'm in a block of flats and someone buzzed my intercom. The man said "sorry to bother you but I'm from Thames Water and was wondering if it is okay to take some water samples from your kitchen".

I had no prior warning from Thames Water that someone would take any samples from my flat so is this guy a burglar or something?

I just hang up on him...

Did you call the police - someone else (possibly an OAP) may fall for it and let them in.

They come back a few days later saying you need a water softener...

All water companies supply their field workers with ID and also advise that if there is any issue to get the customer to call the free phone Operation number to get conformation of the caller.
Water companies do sometimes have to cold call due to lack of post, or other issues but once asking them to supply ID etc they should all be able to prove who they work for and be more then happy to wait outside whilst any calls are made.

How else are they going to find out that a potentially dodgy character is trying to blag his way into flats ?
