NHS Low Income Scheme - Savings?

I've read through the HC1 form you have to fill out to apply for the NHS LIS, and I was wondering exactly how the savings bit works, as I'm a student, so I have very little income after rent etc, but I recieved an amount of money from a trust fund which means when you add up my accounts I may well be over their limit. If you subtract the value of my current accounts however, I think it's below the limit.
What are people's experiences in regard to how this works with savings?
Say for example you were on JSA and had very little real income, but had quite a bit saved away, do the NHS expect you to use this to fund health costs?

if your savings total over £16k then you have to pay
money surplus to your bills is classed as savings.
