Job at Risk

This is going to be long and complicated but I would appreciate some advice.
I have today been told that my job is at risk and I am going to be assessed for redundancy.
Approx 2 years ago I was told I had to take on a project that would have a lifespan of about 2.5 years, after this time it was anticipated that a new combined department would take over this work and I would continue in my role, less this new project. It was made clear that this was only ever temporary.
the project I was given was substantially above my pay grade and I have worked an extra 4 hours per week to do this work. I have asked seval times for a job evaluation but this has been refused seval times on the basis that all JEs have been suspended. My pay grade has never been adjusted to reflect the extra responsibility.
My contract is directly linked to my job description. MY jd has never been updated to include this new work.
the reason I have been given for my job being at risk is that the project i have been working on is going to be transferred to a new joint control centre in September next year and therefore I will not have any work. It seems the point has been completely missed that I was doing this on top of my original job. No mention has been made of my original job.
I have been given a list of 12 work areas that they have assessed that I undertake, of this list I have only actually ever done 2 of them.
My query is can I now refuse to carry on with this project, return to my original 30 hours per week and work to my original JD which has no mention of this project?
Will this then negate the 'at risk' element of my role as my original role is still taking up 30 hours of my working week?
I have tried to speak to my HR dept but there was no one available to speak to and my manager didn't seem to have any answers to my questions.
As you can imagine I am terrified of what the future holds, I have been in this job for 20 years and absolutely love it.
Any advice would be appreciated.
