On my laptop running Vista Home Premium when I look at the desktop and hover over an icon the curser travels in a downward action,
I have found a way to clear this is to go to internet Option and clear the Browsing History etc.,
I am having to do this several time a day
What's causing this?

Firstly try updating the touchpad drivers. It'll be an Alps or Synaptics touchpad.
