What is Safe Mode

I have seen in other posts, reference to starting up your computer in safe mode,
could someone explain (simply) what this means/does.

Safe mode is using a computer while wearing a condom...sorry couldnt resist...lol....i'll get my coat :-/

That would actually be "Safe Mode with Network Support"
