Planning permission for fence-pergola thing

Hi all, I am considering getting a single pergola up about 4m length of fencing, right up against it i.e. nailed onto the fence posts. Would this count towards the PP regulations for fences and boundaries, as the height would be 2.7m in total. If it will, then placing a small gap between the pergola posts and the fence would be fine, surely (even at 2.7m)? - I read that garden structures such as pergolas don't "count" anyway, but now I'm confused.

On the above photo it looks like they've used the actual fence posts as the supports. Hmm, I know I should ring the council but I cannot be bothered.
