Parking help re charge for parking on road with ticket

I'm looking for some advice for my Dad who is elderly and doesn't use the internet.
He had an appointment this morning with the bank. He parked up in a street bay outside the bank, bought a pay and display ticket, put it in the window and went in the bank. The pay and display was for a council machine.
When he came out after 50 minutes he had a parking ticket, even though the ticket was still in time. However he noticed that it had curled up and flipped over on the dashboard - it was very windy when he got out of the car and hadn't noticed.
I can see from Martin's new guide that failure to display properly is not mitigating circumstances, but he didn't have lots of tickets on the dash, just one, and it flipped when he opened the door, but didn't notice as he went off for appointment.
He has both the ticket and the penalty notice, showing that he was in time. Is there any reasonable grounds to appeal here?

Quick update. He popped into the office to appeal it. Filled out the paperwork. The person on the counter looked unsurprised and said "yeah, they turnover when you close the door, we get that quite a lot". Official appeal in and they will write back in five days to let him know what happened.
Will keep all the stuff about other cases and the lack of glue on the back of the ticket up our sleeves for now.
