Am I missing something here? It feels like either a private joke or there is something obvious I'm not seeing. Please, could someone smarter than me explain it?0

I want to find out if what Poundstretcher/Parking Eye have done with the car park is legal.
It used to be a Netto store and the car park is right next to a bus station and a Weatherspoons pub all on the same site. The whole area once was a big bus station before they pulled it down and built a new smaller one and the Netto/Weatherspoons. The car park used to have 2 entrances but since Parking Eye took over a couple of months back, they have blocked off one of the entrances off. No longer can you park and ride. The car park is huge and is never half full.0 -
You would need to look at the original planning consent. There may be a condition (sometimes called a Section 106 agreement) that covers use of the car park.0

They sent me a reminder yesterday and the due date hadn't even been reached yet. They must be desperate.
They will get no money from me.0 -

There is an Ashington in the North East - where the OP seems to be based, as well as the one in West Sussex.
I guess it's the northern one where the invoice was generated.0
