grievance letter

could anybody point me in the direction of howto right a greivance letter?
background - boyfriend works as a joiner for a maintenance company employed 40 hrs week and has been there 4 years. since last december work has been slow but ticking over but my bf seems to be the only one who is being layed off for several days each week. his employer has not discussed with him being laid off, my bf just phones each morning to see whats on and gets told sorry nothing doing with ring you later, but later never comes then its back to bf phoning him again the following morning. he has no contract of employment but has wage slips each week. he has had to start using holidays to make up his wage but now has none left. we have been surfing the net and found out (if we have read it right) that because he has no contracts as such his wage slips act as a contract and so in theory his contract does not state that 'If you are laid-off you should get your full pay unless it is part of your contract that your employer can lay you off without pay or on reduced pay'. So his employer should of paid him his wage as opposed to being made to take holidays???? Neither has he ever mentioned statutory guaranteed pay. Bf has had enough now and wants his boss to either find him the work or pay him or make him redundant, so we need to compose a greivance letter to him. Thanks for any advice/help!
