EPC score of 1

Just viewed a house with an EPC score of one. Has anyone on here had a score that bad on their house?

My current house has score of 40 and that seems bad enough to heat.

Well I've never heard of one as low as 1 before, and I type them into HomeBuyer Reports every week!

    Bizarre!

1 Star out of 5 for each below:

    Solid walls-no insulation
    Solid floor
    Old LPG boiler
    Minimul loft insulation
Hot water-no cylinder thermostat or insulation
    No low energy lighting

    Part of the Furniture
The calculated EPC figure could actually be negative, but the report won't actually display a figure of less than 1.

The way to tell is if there are recommendations that improve the running costs but leave the score at 1.
    IANAL etc.
