Balance transfer done twice

I'm seeking some advice. I recently received a 0% balance transfer offer from Barclaycard. After two fraud checks, they hadn't done the transfer so I called them up again to ask where the money was. Seven weeks after I first made the request (and was approved), Barclaycard finally processed the balance transfer. Except they then did it TWICE!
When I logged on to my account, I saw two transfers and two transfer fees taking me way past my credit limit.
The complicating factor is that I made the transfer to someone else's credit card. He is now overseas until the late July so I don't have access to the account which the money has been transferred to. The guy is a friend of a friend who I was paying for a group holiday and he doesn't have the best reputation for honesty.
Barclaycard have agreed to refund the fee for the second balance transfer which I did not request.
But I am left with two transfers over my account, which is still over the credit limit.
What do I do if the other person doesn't transfer the money back to me?

Am I really "screwed" for a !!!! up that was the bank's? They have refunded the balance transfer charge, which is surely some recognition that they are at fault.
Essentially, they have transferred money from my account which I did not ask them to do. I would be happy to take whatever steps they ask me to in order to get the money back from the person it went to, but ultimately, I cannot control his account.
Let's just hope this all turns out to be academic, and the bloke gives me the money...0
