Try looking for information on Richard Bransen as he take all complaints seriously and from what i have been told he deals with them all himself too. Only contact RB thought a a last resort, you really need to totally exhaust all the other avenues open to you. Have you asked them for the email or address of a person higher up that you can contact in regard to your issue?

What channels have you already gone through?. It would be looked at better if you work your way up, the higher you go the more chance of it being sorted out for you.

Within an organisation there is rarely a "too high"... ultimately however if everyone uses the CEO as the first point of contact though they will pay less and less attention to each letter as customer complaints is only a tiny part of a CEOs job.

Look at the complaint you have and how serious it is, if you have exhausted the normal customers complaint channels and then decide if you should go to a regional manager, national, exec member etc
