New neighbours and new fence

Hiya,
I am looking for some advice. I moved into my terraced home a year and a half ago and in the back garden there was a large panelled fence. In the January storm the fence was completely destroyed. Our old neighbours have rented out the adjoining property to a family. The family also have a dog which won't get on with mine. My immediate thought was to get a fence put up. We went over to the new neighbours with a card and bottle of wine to welcome them and said we would be sorting the fence out. They told us we didn't need to as the guy who moved in was a joiner.
I thought to myself great! The fence went up today and it's horrendus. Theres gaps all along the bottom and nails have been left in the posts (frightened my dog might get hurt when trying to get cuddles off of neighbours as he inevitably will do. Also the fence is very short. Their dog is rather large and aggresive.
So I have two options here:
Put up a fence on my side (which I'm fightened will lead to bad feeling with the neighbours as they might think we are undermining his ability...which sad to say I kinda am now)
or
leave it, take the nails out and have to look at the eyesore and hope the dogs don't cause too much trouble.
I need some advice as to how to handle this situation and any low cost options or ideas should I need to put up with the horrible thing in my back garden.

Could you put trellis up on your side and start growing things to cover it?0

If its that bad thank God the joiner doenst do something that suppose to look nice like fitted wardrobes on your house
I suppose at least they are trying which is something but maybe just have a word to see if you can patch it up and remove any nails you could of course get you own fence up on your side of the garden nothing to stop you0 -
