Being made redundant, would I have to pay to study?

Why is it that people consider going back to studying once they lose their job and then expect it to be paid for them. Most courses now allow for part-time studying, meaning that most people working even full-time can also study. Yes, it is tough, yes, you have to pay for it, but surely if you are determined to retrain and better yourself, then that's a choice you make there and then and dedicate yourself to it.
I would love to retrain and have been battling back and forth doing it because of the costs, the fact that I already have so little spare time, already complain I don't spend enough with my kids, so I have decided that this will have to remain a dream non achieved. That's life. If it meant everything to me, I would find a way to do it.0
