It is.
They have not changed since the end of March 2011.
The prior descriptors had 'walk' - not 'mobilise' in the first descriptor which is the most obvious change.

In order for ESA descriptors to change, there has to be secondary legislation put through parliament.
People posting stuff on the internet, such as the alleged descriptors posted on http://diaryofabenefitscrounger.blogspot.co.uk/2012/08/breaking-news-possible-new-wca.html has as much legal force as my shopping list.

Of these - http://www.legislation.gov.uk/uksi/2011/228/contents/made is the most recent legislation affecting the descriptors - this is the March 28th 2011 change, that brought in 'mobilisation'.
