There are other similar hilarious suggestions on the blog on the Register - some of them from ex RBS IT folk.
Apparently, the instructions given to the Indian team, where much IT was outsourced to, included

Recently when Barclays updated their own website their online banking service was unreliable for several weeks and all their own contact forms didn't work, which took them over a month to 'fix.' so I can't say I'm that surprised with this. worrying as it is.0

Over the past week I've withdrawn £1,000 from my RBS account, from ATMs and also processed a further c£500 via my debit card.
All DDs and SOs have also been paid
Whilst that's not a scientific analysis, I'd suggest that "no" they've not run out of money.

I believe the sw glitch story - the back end systems are very out of date - I bet there running server 2000 or at v most 2003, back in 06 they where on NT0

That was certainly the case for one of the other clearing banks in 2000. I was paying £000,000,000s a day across the world on an orange-screened terminal.0 -
Out of interest gen, what were the procedures in force for moving such sums? Was it down to an individual, or did you have to have a cross check before executing the transaction with another party?0
