DVLA - Renewing short term licence.

Hi I was wondering if any one has any suggestions please.
My OH is an insulin dependant diabetic and has always had / applied for a C1 entitlement on his yearly licence. (which has always been a bit of a hassle but bearable)
This year DVLA did not send any forms for him to renew, obviously we completely forgot about the fact that his licence was due to expire untill it was too late!
So he has now had to reapply for his licence, he has completed the new licence application and photo and returned it to DVLA, they then sent it back (3 weeks later) saying that the photo wasn't good enough, he called them to question the problem with the photo, they said it was a mistake on their part and there was actually nothing wrong with the photo! He was told to send it all back again via email and post.
It was recieved by DVLA on the 6th June and so far we havent heard a thing!
He called DLVA last Thursday to ask whats happening, they simply said that its on the desk in DVLA medical centre and they'll contact him if they need anymore info!
The reason that this is all a problem is that after being out of work for over a year he has now been offered an excellent job (driving) and he's now been told that it's likely that if he doesnt get his licence sorted out shortly the job will be re advertised.
Does anyone have any ideas on how I can get DVLA to pull their finger out! (although I do know that they are a law unto themselves).
We really can't afford for him to miss out on securing this job.

unfortunately no, they do things at their own pace, and no matter how you get on their goat you will not shift it any quicker.0
