Capital one credit card

Can anyone help?
I have had a capital one credit card since 2003, the balance has been cleared since 2006 and not used since, anyway I tried to do a balance transfer the other day through my online account, I was asked to call it went through to the Fraud centre which I could understannd as not used the account for a number of years any way at the end of call he said I could carry on using the card (it is out of date and had to ring for a new one) anyway a day later and the balance transfers were denied..
Do you think they won't send me a new card? And want to close my account my credit limit has not altered
