Bailiffs allowed entry for different debt-can they now force entry?

@robertomoir: Thanks mate. Some very good advice, both about the bailiff and my gf. I did give her a bit of a hard time, just because of the stress really. but you're right. Thanks for that nice bit of human empathy. Strange to find it on an internet forum.
Thanks to everyone else for replying and helping, even the guy who thought the bailiff laws were wrong. I have to agree, I do think they're quite horrible and medieval, and I do worry for more vulnerable people who have to deal with them.
Anyway I've got it sorted now. Council have taken the debt back an allowed me to pay them. The fact that I actually paid my portion of the council tax and it's the other people I lived with that didn't pay their share is a bit of a pain in the !!!, but that's a whole other topic of injustice
