Mentioned this to my Keyworker and she said the best thing to do is to give the disability benefit line a call. Not sure where you are based but a quick google came up with this link -

It maybe my freind will have to take a chance and just apply come what may. Our area of the world ain't to keen on people improving themselves it seems, so you get used to going it alone.
