Moving fence do I need planning permission?

I am planning on extending my fence by two panels. I have looked on my local planning site and it says if the fence is ove 1 meter high and near a highway/byway i will need planning permission. I need to know what is classed as "close" as there will still be over 1 meter from the fence to the byway. Can anyone shed any light?

    Basically if it is fence in the front garden the max is 1 meter in the back 2 meters high.

    The legislators forgot to specify that and so local authorities have all formed their own opinions. Most have settled on 2m.
