Bailiff contact for ticket I never received!

Bit of a shock today when I opened my letter box and I've been told the bailiff wants nearly £400 for an unpaid fine of which I have no knowledge!

I rang the bailiff and supposedly I was caught by camera driving over Pulteney Bridge in Bath in July 2011 which is for buses and taxis only. Since then I was supposedly sent three letters including a photo of the incident (and I assume a county court notification?), but not one of these letters has ever arrived. If the bailiff hadn't hand-delivered, then I would have no idea of any of it.

It's possible I drove over the bridge as I remember once last year following my sat-nav which sent me in circles around Bath. The roads/route didn't match up to allow me through (I live in Dorset) and if the photo shows it, then fair enough, these things happen unintentionally.

But to not receive a single letter? Something's wrong there. One is possible, but not three. The bailiff (on the phone) said that sometimes "someone forgets to tick a box".

I'm not looking to dodge a fine if it's genuine, but this whole scenario is not right.

    It goes to the registered keeper of the vehicle, is that you at your current address ? Have you moved from the time of the ticket ?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    No change of address, although I remember needing to apply for another V5 to be sent out to me (twice). For that though they had not received my previous address change (I hadn't realised until I was going through my paperwork some months later) even though they had received my licence address change.

    Having said that, the bailiff letter was hand-delivered to my current address and not the previous one?

    Interestingly, a couple of months ago I did not receive my car tax renewal either and I had to do it through the Post Office. Something not right for sure.

    A council pcn will always go to the registered keeper address, if you have had problems with that in the past it's likely to have gone where you lived previously. Register on https://www.pepipoo.com and post your question there as they are the experts on council tickets and what to do next. You need to get this set aside with the court so go there and find out how to do that.

    Have also heard that I should send a witness statement to the Traffic Enforcement Centre in Northampton to get the bailiff off my back and make the local council aware. I will check out pepipoo too.

    Chances are that the council will reject without even bothering to check it out, this is where pepipoo.com comes into it for further advice.
