It is not a right of way. That refers to public footpaths.
It is a right of access or easement which would be in your deeds.

If your neighbours will also be affected by this move, then you need to talk to them asap and work together on a solution. If all 4 bungalows were built in 2005 and the only access route wasn't put into some kind of joint ownership or other legal system guaranteeing access then a) A solicitor somewhere did a very bad job, b) you've been stitched up.
Something isn't right and you need to find out how this situation came to be.0 -

Would your neighbour not need some form of planning permission to build these parking spaces, especially as there seems to be something blocking foot access...even though he owns the land? Could you contest it that way?0
