To be fair to the agent (and I am not usually), it is very hard to take your offer seriously if you haven't viewed the property internally. He may be wrong about the law but he can probably spot a time waster.Je suis sabot...0

Some potential buyers who offer on a property without viewing the inside do see it through to the bitter end. Not viewing the interior does not make you a time waster.
EA is talking out of his rear end when he claims it is illegal to bid on an unviewed property.
All offers are supposed to be passed onto the vendor by law, except where the vendor has stipulated that they , for example, won't entertain offers under a certain £ or from people who aren't FTBs/not in a chain

Wouldn't the housebuying and selling system in E&W benefit from change in this area? The situation wouldn't arise in Scotland because the written offer forms part of the contract to buy, and when an offer is accepted, the beginnings of a contract exist between buyer and seller.
A selling agent won't accept a second offer until the first has explicitly been rejected, but are unlikely to find themselves in the situation of receiving a second offer in the first place when the property is already under offer, because;
A buying solicitor won't tender an offer on a property that's under offer because of the contract already in place with the first offer. They'll note interest with the selling agent and expect to be contacted if the first offer falls through to enable them to offer.0
