    A confusing issue, a lot depends on your age and your children income. Your children are non-dependent and depending on their income, you would get a discount on your council tax.
    You should not be paying full council tax. You should take up the issue with the welfare officer in your local council. My experience with the council tax staff is that they don't all seem to have the knowledge and can mislead people. IMO
    Tell the council all the facts about you and your siblings, and what ever they say, get it in writing.
