Who should I expect to send my P60 to me?

I started a new job at the start of this tax year through an agency.

My previous job was ended a month before the end of the previous tax year. And I didn't sign on inbetween.

Who should I contact about my P60, the agency or the previous employer?

If you did not sign on or just had a P45 from last employer, then it will be last employer who sends you one. They still have to do that as it is the end of year return. The figures should match though!
You should have had one by now - so ring them up and ask them where it is?

A P60 is issued to employees who are employed at the end of the tax year (ie on April 5) for whom a P11 needed to be made out for. From what you have said you were not employed by anyone on April 5 so no P60 would be due from anyone.
