Loads of differences from the earlier draft, biggies include
- simplification of earnings disregards, 150% of housing costs has gone, simplified now to 2 rates - with and without housing costs
- 100% of pension contributions disregarded.
- support for Mortgage Interest has gone if there are any earnings at all
