Indemnity Insurance

Hi,
I am trying to buy a flat (in a conservation area). A lot of work was done on it by the previous owners.
We notice on the council's planning website that the rear extension was not signed off on (permission was granted in 2007 and extension completed same year). Would Indemnity Insurance cover me if the council happens to pop by and say something about it?
Also there is a basement. It was tanked out, and made into a third bedroom. I don't think they got permission to make it habitable and I don't think they got planning permission to tank it out. Would i be able to get indemnity insurance against the council asking us to put it back?

Also..... make sure the basement is safe to use as a bedroom - i.e. there is adequate means of escape in the event of a fire. Scary thought!!0
