Court of protection forms help

Sorry if this is in the wong forum. Such queries appear to have been posted in various places previously.

I am putting the finishing touches to the vast array of forms/copies which have to be sent to the Court of Protection to become a deputy for my very ill mother.

I am a little confused, however, by the difference between 'Respondenrs' - you must provide the details of any person who you reasonably believe has an interest which means they ought to be heard by the court in relation to the application and

'Other people to be notified'- you must provide the details of other people who are likely to have an interest in being notified of your application.

There are really only 2 such people, my Sister and my father. I had initially put them as respondents but now think perhaps they should be ' other people'. Which is correct and does it really matter as long as they are in one section?
