Debit Cards without an overdraft? (Bring back O2 Money!)

Hi all,
I am totally new to the site, not sure if this is in the right place to post or if this has been discussed already so feel free to move it.
I used to have a debit card with O2 Money, fronted via Natwest if memory serves correctly. A fairly standard current account equivalent except;
- After every transaction SMS notification of amount, payee name and remaining balance (Within 10 seconds)
- A weekly / monthly 'load limit' which allowed you to select an amount that would transfer in to this account.
- If the account had insufficient funds for the transaction the card would simply decline without overdraft charges.
- Online transactions work exactly the same as any other debit card with Visa authentication for payment security.
The above may sound rather standard although this simple product allowed me to set a weekly budget to which I managed to save a massive percentage of my salary throughout the year.
Unfortunately O2 withdrew this service some time ago, I was wondering if anybody knows of anything similar on the market today?

02 Wallet replaced 02 Money, very similar, just provided by a different institution now,not Natwest
CC limits £26000
Long term CC debt £0
Total low rate loan debt £3000
Almost debt free feeling, priceless.
