Not a bank, but this company based in Edgbaston specialise in providing Safe Deposit boxes. They are called Birmingham Safety Deposit Ltd, a quick search will find them.
I've not used them personally, but I have heard good reviews of them.0 -

My initial thoughts were around security but this firm seem to have it in hand reading their website.

Most banks have fully booked safety deposit boxes that's why they are not accepting new clients for these anymore. One bank even asked their clients to clearout their things stored in their safety deposit boxes because they will no longer offer that service.
So we are now left with private companies offering safety deposit boxes. You can try http://www.balthornegroup.com/ if you need safe boxes. They are one of the oldest firms in this industry.0 -
I agree - banks will not provide this service to new customers.0

Banks are now in the process of closing their safe deposit operations. They closed mine last month. I found a new safe deposit centre in West London called Heathrow Safe Deposit. They were very friendly and have one of the best safe deposit centres I've ever visited. Their website is: heathrowsafedeposit.com/contact0

A quick search at DueDill shows they have been trading for just over a year and the main directors are aged 27 and 30
