PLEASE HELP - Highview Parking

Hey everyone!
Just got home from holiday and I have found a letter on my mat from Highview parking.
It states that my vehicle was recorded on their clients property from 11:58 pm until 00:13. So basically I was there for 15 mins?! I remember exactly where I was and it was a car park attached to some shops. Nowhere in the car park did I see a sign saying how long I could stay there or stating any restrictions?
I'm just wondering what my rights are? I've looked over the notice many times and can't see anything stating whether its a penalty or a parking notice? It's just saying I owe them £95 or £55 if I pay by 25th June?
Should I email them? Ignore it? Please Help!!

Yes you can tell the difference easily.
It's a private (fake) one because it's from Highview, talks about 'clients' and also it will NOT be headed up 'Penalty Charge' as that would be a real one. It's a 'Parking charge Notice' isn't it, probably says so in heading somewhere but who cares, it's a fake one anyhow.
Just start ignoring all this junk mail like we all do and look here:

That's a solicitor on Watchdog and his advice relates to ANY PPC fake PCN.

A barrister on thesecond link says ''This is a private land fine. They are unenforceable. This is not a parking fine however it may look. These companies are private firms that have no more right to punish you for the manner of your parking than your neighbour does. Only the police or the local Council can do that.''
