Maintenance/Driveway Access Situation

Hello all...I am trying to get some advice to the situation below, any thoughts gratefully received - thanks
I live in a converted block of flats which is end of terrace. The back of the building requires maintence as does the side of the building both of which can only be accessed via the driveway which I believe belongs to our next door neighbours which is B&B. They are making it incredibly difficult for tradesmen have access to unload scaffolding etc via their driveway at the back of our building but there is no other way the maintenance work can be carried out without them having this access. where do we stand?

    Have you or anyone else:
    1. Informed the owners of the B&B about the work before it started, and
    2. Made a polite request for the workmen to use the drive?

    If not then they are within their rights to be difficult.

    The majority of people if you ask them will say "Yes" as they want good neighbourly relations. However lots of people get upset and become obstructive if you just presume they have given consent to drive over their property.
    I'm not cynical I'm realistic :p
