Tax credits - change of bank details

I just called tax credits to change my bank account details. The advisor said changing this may generate a one off payment which may then mean my future payments for this year may be reduced if an overpayment occurs. Why is this?

I have still not received my renewal pack and I am already being overpaid at the moment. I asked if my pack had been issued and it hasn't.

I am really starting to panic about all these 'overpayments'. It is an absolute shambles. Everytime I call and speak to someone they give me different information.
