Seller keeps fobbing off on goods not recieved

I won a dress more than two weeks ago and paid immediately. After a week I hadn't received anythng so I emailed the seller she apologised and said she would send it first class the next day.
A week later and nothing, emailed the seller again but this time no reponse so I opened a dispute with Paypal.
She responded at break-neck speed saying she was sorry and again would send it first class the next day.
My doormat is still bare and to be honest I don't want it any more cos of all waiting I had to buy another frock for the occasion.
Shall I step-up the dispute as I am now approaching the third week.
In additon, I think she deserves to be negged (she's a newbie with 10) as she is still selling stuff online, but have ebay closed the loophole that allows her to neg me back if Payapl rule in my favour?

    eBay will only remove a Neg if the seller opens a UnPaid Item Dispute after the Paypal payment has been refunded & you do not respond to it.
    If the seller does open UPI Dispute, respond to it stating you've & had it refunded as Item was Not Received

    Yes, and when you have the cash tell the seller not to send.

    It's only if people don't respond, not if they lose the dispute. But you should neg her anyway :)
    My TV is broken! :cry:
    Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j
