Received faulty item, Do I have to pay for postage back?

Hi, I was the only bidder on a PC power supply, I received it and it was as described and I'm sure it was brand new, the winning bid was £10 and the postage and packing was £10 as well (its quite heavy), I did install it and it did not work, i'm sure its the PSU as other ones work, returning should not be a problem as seller is a "power seller" but in the returns part it says:

this means it will cost me about £10 just to send item back hence item will end up costing me a total of £30 instead of the £20, my question is, is it really my responsability to pay for the shipping back?, it does'nt seem fair that I have to be out of pocket for what is not my fault, although I do have sympathies for the seller..Genuinely faulty goods will be replaced or money refunded, however we must be advised of any faulty goods upon receipt of the item. It is the customers responsibility to pay for and ship the item back to us.

As its DOA its covered under the Sale of Goods act & under Distance Selling Regs, you'd have 7 days to return even if you didn't like the look of it.
The seller has to provide a full refund inc any return postage costs, if its quite heavy use Selective 2007 on eBay for £4.25 (http://stores.ebay.co.uk/Selective2007 or http://selectiveuk.tripod.com/id9.html)0 -
The Consumer Protection (Distance Selling) Regulations 2000 say that the seller has to pay the cost of returning faulty items. No exceptions.
Buy It Now items are covered by the regulations. Auctions are not.0 -

Sorry my post may be misleading as I only looked up the Distance Selling regulations. I don't know anything about the Sale of Goods Act.0

The same thing has just happened to me. I won a tassimo for £70 odd and it didn't work. Emailed seller and they told me to return it and they would refund me once they received it. Got the refund today minus the £10 postage I paid to return it. I don't want to argue with the seller as she has been really decent but I'm out of pocket.If you always do what you've always done...
