Car broke down - Highview Parking Charge Notice

I'm hoping someone can give advice
I have received this notice through the post, which I appealed via email
I was in a carkpark which has a 2 hour stay. When I arrived back to my car it wouldn't start.(well within the 2 hour stay). I immediately called Highview Parking to inform them of the situation. They said to go into a shop to inform a member of staff, which I did and the staff member even called them. The staff member then said to me it would be ok.
When I received this notice I couldn't beleive it so I rang the manager of the shop and again they rang Highview Parking to verify this. They said they wanted more evidence.
Basically what I have is the time I called them on my phone, and I suppose I could get a letter from the family friend who came and fixed the car later in the day.

    It is an impersonation of authority scam.
    they have no legal or lawful rights to fine or charge you anything.
    Everything they write and say is complete rubbish and designed to frighten you in to paying what is from a legal standing an "invitation" to pay them via a private invoice.
    Ignore them from now on, beware of character changes in the impersonations to debt collectors and solicitors spurting yet more threats, again all the same people.
    Keep your money, ignore all silly letters and threats and fake solicitors with free legal advice and court threats and get on with living.
    they wont take you to court because they will lose as the law is quite firmly on your side.
