someone told me that any companys/banks where people had ppi protection have to inform there customers about it if they have not submitted a claim , is this right ???

You're kind of right.
If a bank or lender had very poor sales practices for policies sold after 2005 then they have to write to you to tell you that you can make a claim for mis-sold PPI.
However please remember that not all lenders mis-sold PPI. Some lenders offered very good products.
Also remember that you might have been mis-sold a product and the bank may never write to you about it.0
