Because there clearly is no proper crime there if the boys in blue can concentrate resources on stuff like this.

During a police operation on the Fylde Coast, 20 motorists were given £30 fines for "misuse of headlights".
So just remember if you are ever driving in Lancashire and someone flashes you to let you pull out or in etc take their number and report them for this heinous crime.

It's nothing to do with flashing to let people pull out.
But of course you know this already, you did read it, didn't you?
It's about people flashing cars that are speeding, to warn them of speed
cameras, police etc etc
'flashers' are a bloody nuisance, they should have their licences revoked
instantly. If people choose to speed etc, then they can face the consequences

Oh dear, I have to admit a few months ago I did misuse my headlights. There was a smash on a bendy road, ambulance and police were there, there was petrol/oil all over the road. On rounding the next bend a car was coming the opposite direction, I flashed my lights at him.
Clearly a complete misuse of the headlights according to the police and highway code, which states "a driver should only flash their headlights to let other road users know they are there. It also states that headlights should not be used to convey any other message...".
Lucky I got away with it. I'll know better next time.0 -
So if a parent tells his children that they must never break the law, is he obstructing the police?
Maybe the children will be obstructing the police if they obey their parents instruction?
And maybe councils are obstructing the police when they put up speed camera signs?

I flash my headlights every day to let other drivers in or out. I didn't realise I was such an habitual criminal.

Not really a relevant case. He didn't flash, and the traffic, which wasn't speeding, was behind him. Michael Thompson in Grimsby, was found guilty, cost him £440. "wilfully obstructing a policewoman in the execution of her duty" for flashing at trafiic to slow them down.0
